1. First, type Control Panel in the Cortana search bar of Windows 10.

2. Click on Lock, language and region then on Language then click on Options.

5. You should now see the second input method in the Language Options dialog box. Click Save.

6. You should also see the second language in the Change your language preferences. Click Advanced Settings Now.

7. In Advanced Settings, select your preferred display language and default input method. Then, click Apply Language Settings on Home screen, system accounts, and new user accounts (you will need to go back to advanced settings after clicking Save).

9. Select the Administration tab. Click the Copy Settings button under Home Screen and New User Accounts. If you are invited by the UAC, click Yes.

10. In the dialog box that appears, you can view the layout and default language of your connected user's keyboard, the home / login screen, and the new user accounts. To copy the layout and language of the "Current User" keyboard on the Windows Welcome / Login screen, check "Home Screen and System Accounts". Click OK.

Note: The checkboxes will not remain checked after clicking OK. The check boxes are only used to copy the current user settings in the checked option for this time. If changes are made to the settings of the current user, you can go back and check the boxes again to apply the changes.
